Source code change https://github.com/googlefonts/noto-source/pull/402 fixed the issue. Please see hinted font at https://github.com/googlefonts/noto-fonts/tree/main/hinted/ttf/NotoSansChakma or unhinted at https://github.com/googlefonts/noto-fonts/tree/main/unhinted/ttf/NotoSansChakma .
