We're actually just missing that conjunct completely, so it's using the na half form. We'll have to get it drawn.
(One day I'd like to rationalise the glyph sets and shaping between Noto Sans Deva and Noto Serif Deva because there's no reason why they should be completely different. But that's a discussion for another time.)
