'ss02' reorders U+1182D DOGRA VOWEL SIGN I inconsistently in ⟨𑠧𑠹𑠤𑠭⟩ #11

Issue

When 'ss02' is enabled, the vowel sign of ⟨𑠧𑠹𑠤𑠭⟩ appears to the left of the first letter. In every other consonant cluster with a visible virama, the U+1182D DOGRA VOWEL SIGN I appears to the left of the second letter. ⟨𑠧𑠹𑠤𑠭⟩ is different because, by default, it has a conjunct glyph, which 'ss02' decomposes after the vowel sign has been reordered.
