These vowels are usually depicted with an inverted matra, as shown in the picture below.
Here, Noto Sans Gujarati (version 2.001) has the inverted matras, while Noto Serif Gujarati has chandra matras similar to Devanagari.
I can see the issue reported on NotoSerifGujarati, https://unicode.org/charts/PDF/U0A80.pdf and NotoSansGujarati shows the the correct matras shape.
