Gurmukhi fonts need U+02BC 'MODIFIER LETTER APOSTROPHE' #3

We would like to have U+02BC in Noto {Sans, Serif} Gurmukhi and Gurmukhi UI. This character is used as a Glottal Stop in the Gurmukhi language. Since it does not exist now, U+02BC seems to fallback to a different font.

It’s used mostly with ’ਤੇ, for example “ਜ਼ਮੀਨ ’ਤੇ”.

@marekjez86 for opinion. U+02BC not in https://unicode.org/charts/PDF/U0A00.pdf. However, in https://www.iana.org/domains/idn-tables/tables/name_guru_1.1.txt 02BC considered as one of the common codepoints allowed in all scripts.
