U+05C7 HEBREW POINT QAMATS QATAN is too small #3

Issue

In these fonts, U+05C7 HEBREW POINT QAMATS QATAN is a smaller U+05B8 HEBREW POINT QAMATS, but it should be bigger. According to L2/04-150, “It is usually presented with a longer vertical; it can also be represented simply with a larger glyph, and in one case we have found the horizontal lengthened and bent.”

This bug is also present in Noto Rashi Hebrew. סֳסָסׇ

In the design they were named in reverse - I replaced qamatsqatan-hb with qamats-hb and vice versa across Rashi, Serif and Sans. I also corrected the design of the character in bolder masters of Serif and Rashi as it was actually the same for both characters. Will be pushed in the collective update of multiple issue resolution.
