I only provided screenshots of Noto Sans Hebrew below, but the problems also exist in Noto Serif Hebrew and Noto Rashi Hebrew.

צֹש צֹשׁ
קֹש קֹשׁ
רֹש רֹשׁ
שֹש שֹשׁ
תֹש תֹשׁ
I retested all of these with the new Sans font:
Looks like this issue is mostly fixed for the Sans version. The only ones I can see possibly being problematic are לֹשׁ and maybe רֹשׁ.
The issue still exists for Serif and Rashi though.
Definitely problematic in heavier weights:

Issue
Depending on the previous letter, a holam can can cause problems for the following shin. For example, a lamed with a holam followed by a shin can make the shin appear to have a shin dot. Even worse if the shin has actually has a shin dot as the holam will halfway overlap the shin dot.
I've found issues with lamad and yod so far. I'll update this issue if I find other issues with other letters.
