There isn't a bug here. Arial does the "fence" effect because it stacks the combining letter Xs vertically with mark-to-mark positioning. We don't do that, as I'm not sure that these particular combining marks should stack. Either way, there isn't really a use case for stacking marks eighty-five characters high that we want to support here... ;-)
