Kerning inconsistency in Cyrillic #458

Hi there!

There is a lot of issues with Cyrillic kerning in Noto Sans fonts. In particular, this issue is most noticeable in words with the letter ‘y’. I've made a small picture containing some words with this letter.

Kindly ask you to fix that in future releases :)
