It seems to happen when "k" is preceded by "e" or "ū", regardless of the letter which comes after it.
More examples (Noto Sans Mongolian and Mongolian Baiti):
"ᡝᠮᡝᡴᡝ" (emeke)
"ᠪᡝᡴᡳ" (beki)
"ᡳᠨᡝᡴᡠ" (ineku)
"ᠪᡠᡥᡝᡴᡡ" (buhekū)
"ᡠᡥᡡᡴᡡ" (uhūkū)
"ᠮᠠᠯᡥᡡᡴᠠᠨ" (malhūkan)
We are in the process of having a completely new shaping approach for the Mongolian font, so I hope this (and similar) issues will be resolved soon. More information as I get it!

It renders as:
