I am curious, in what contexts would the string U+1000 U+1039 U+1010 U+FE00 U+103D ve used?

Wouldn't it be either:

U+1000 U+1039 U+1010 U+103D or

U+1000 U+FE00 U+1039 U+1010 U+FE00 U+103D ?

Maybe it would never be used, but it doesn’t matter for this bug report. I’m just using U+1000 as a generic base letter.

The dotted forms are used for Khamti, Aiton and Phake. None of those are known to stack three consonants in a conjunct. There's the other issue that currently variation selectors cannot be applied to nonspacing marks such as the subjoined consonants, so there isn't yet a way to make this work, I think.

Even so, I'd probably add bottom anchors on the below-base dotted consonants, just in case.
