It should be. All writing systems must be identified, then one can apply a subset to have the same glyphset. (I'm currently adding the function to notobuilder.)
NotoSans (first) + NotoSansCanadianAboriginal (second); nothing else
It seems the CanadianAboriginal has been slanted in BC sans. From what I see in the NotoSansCanadianAboriginal repository, there is no Italic (which makes sense). So follow the styles in BC Sans and create a Regular, Italic, Bold, BoldItalic family, the the CanadianAboriginal is not slated in Italic styles. It's a features of notobuilder to find a fallback style when the requirement (like Italic, Condensed, or whatever) are not meet for one writing system).

I wonder if it's possible to build an equivalent to https://www2.gov.bc.ca/gov/content/governments/services-for-government/policies-procedures/bc-visual-identity/bc-sans from Noto pieces
