The single-story 'g' from Noto Sans cannot be used for Noto Sans CJK as LGC glyphs of the latter is actually derived from Adobe's Source Sans, which design is different from Noto Sans (see also notofonts/noto-fonts#160).
That being said, Noto Sans CJK does include a single-story 'g', just for a different purpose (U+0261, for IPA).
Wondering if it is possible to add the single-story 'g' from Noto Sans as an alternate glyph to the existing double-story 'g' in Noto CJK? It would be useful to have both options available in either font.
A similar request is open for Noto Sans which only has the single-story 'g' available. https://github.com/googlefonts/noto-fonts/issues/1445
