Yes, Noto CJK is just the Google name for Adobe's Source Han which uses Source Sans and Source Serif for the Latin. Perhaps some day in the future it will change, but not at the moment so there's nothing to be done.

Issue
The Latin characters in Noto Serif CJK come from Source Serif rather than Noto Serif.
Steps to reproduce Download fonts and open them in FontGoggles. Type Latin characters. Compare to Noto Serif and Source Serif.
Observed results Latin matches Source Serif
Expected results Latin matches Noto Serif
Additional information Since the name of the font is Noto Serif, I'd expect to see Noto Serif Latin, but I can't be sure if this is on purpose or not.
