A great project!
Who to socialize these PDF to depends on what it is exactly that you want to be reviewed; is it the letterforms? The unicode plain text? What classes of errors do you expect to catch, in the quadrant of true/false positives/negatives?
The typography of the pages in the PDFs can be improved, but exactly how depends on the aims :)
One concern I have with using pdf is that it isn't clear to me, once these PDFs reach their intended audience, how those folks are to transmit their feedback you; if they use PDF commenting tools and email you, I am unfamiliar with how to aggregate and analyse that data, and you're gonna have a lot of email 😂

https://github.com/googlei18n/noto-fonts-alpha/tree/master/udhr-test/basic-width-weights and https://github.com/googlei18n/noto-fonts-alpha/tree/master/udhr-test/extended-width-weights have UDHR samples for 270 languages. How could I socialize it and get reviews for these 270 languages? I'm interested in using these samples to catch errors... Is there a better way? ANy suggestions? Looking for ideas :-)
