U+FEF6 ARABIC LIGATURE LAM WITH ALEF WITH MADDA ABOVE final form not joining preceding character in NotoSansArabic

Issue found in: NotoSansArabic 2.002 https://github.com/googlefonts/noto-fonts/tree/master/unhinted/ttf/NotoSansArabic/NotoSansArabic-Regular.ttf
