NotoSansArabic fonts has only isolated form for U+069C #1973

U+069C (ARABIC LETTER SEEN WITH THREE DOTS BELOW AND THREE DOTS ABOVE) has 4 forms (Isolated, initial, medial and final) In NotoSansArabic and NotoSansArabicUI there's only one form
