Move closed issues to split repositories #2390

Open issues were move to the new split repositories, but closed issues remain in this soon to be obsoleted repository. Closed issues provide valuable information and should be moved as well.

I've started moving them over now. Hitting rate limiting issues, so they will have to move slowly.

This is going to be painful for some people, myself including - it's not possible to do this without triggering lots of notifications.
