Licence file for fonts not included in Github repository for notofonts.github.io

Description

For both regular users and Linux distro packagers. We need to be able to fetch the licence for a font when downloading it so that we know what we agree to by using the fonts. This is especially important for Linux distro packagers as it seems that the website repository will become the new place to download fonts and we need to include the licence file when we package the fonts.

Thanks for this; good catch. I have added the OFL to the fonts/ directory.
