I decided to split these into three separate Glyphs files as the masters are not interpolatable and the layout rules differ slightly between them; there's also master-specific contextual positioning which can't really be expressed any other way.
I also simplified the layout rules considerably by fixing the stch issue (fixes googlefonts/noto-fonts#1492 and fixes googlefonts/noto-source#390).
No tests for this; there are some small kerning changes, but I don't think there is anything significant.
