Graph of issue tracker #2

I'd like a graph like this, which runs on some frequency (e.g. weekly) and is shown on this repo's README (and later perhaps in https://github.com/notofonts/noto-docs or so)

@davelab6 : it will not be like this :-) sorry to disagree :-) There will be two graphs (because scales are different, but if you want to have on the same scale we could try LOG). The first graph will be cumulative total number OPEN vs CLOSED issues ... The second graph will be WEEKLY (or whatever period of time makes sense, maybe MONTHLY if we want to reach far enough in the past). The periodical (WEEKLY or MONTHLY or ...) graph will report CREATED and CLOSED issues in that period only.
