Combining enclosing circle is centered on the zero line #23

U+20DD, "COMBINING ENCLOSING CIRCLE" is centered on the zero line (screenshot from FontForge), but I believe should be left of the zero line. This character is used in Cyrillic numerals to represent the 10,000 multiplier, but does not display correctly.

The combining mark should be centered around the character, per Figure 2.17 in the core standard (PDF). The examples they provide are, all of which do not centere correctly with the Noto Sans Symbols fonts:

System tested in Debian Linux unstable. The NotoSansSymbols-*.ttf fonts are part of the fonts-noto-extra and fonts-noto-core packages, both of which as the time of this issue, are package versions "20200323-1". According to the GNOME font viewer, the TTF versions are "2.000".
