Telugu UI regression: anchoring #14

In addition to the regression Chris noted in #13, the anchoring of UI subscripts has come unstuck:

$ shape variable_ttf/NotoSansTelugu-VF.ttf 'ల్లా'

I've recovered the anchors from an old version of the sources.
