Misplaced U+0F39 TIBETAN MARK TSA -PHRU on some yig mgo #17

Issue

U+0F04 and related characters can take U+0F39, but this font does not support that. https://library.bdrc.io/view/bdr:I0613 has examples of <U+0F04, U+0F39> in images 808 and 847. https://legacy.tbrc.org/ngb/csac/NGB/ca/VolumeCodicology.html says “243b also has an elaborate triple yig mgo in the top left corner, each part having a design above the line like the top part of a letter tsa or tsha, (tsa phru) (U0F39)”, i.e. <U+0F04, U+0F39, U+0F05, U+0F39, U+0F05, U+0F39>. The forms with U+0FD3 and U+0FD4 should be supported too.
