Please reopen this valid report. Although Noto Sans Tibetan 2.101 and Kokonor do render ⟨ཊྷྱ⟩ compatibly, Kokonor is also wrong.
The problematic cluster consists of three characters: tta, subjoined ha, and subjoined ya. Here they are, separated by spaces. Now here they are combined. As you can see, the cluster has gone from three elements to four. An extra U+0F71 TIBETAN VOWEL SIGN AA has appeared out of nowhere. This is obviously a bug.
Here is the cluster in Kailasa and Qomolangma-Uchen Sarchen. These fonts do not share Kokonor’s bug.
