@dscorbett : is use of U+0308 COMBINING DIAERESIS part of the Unicode standard?
The Unicode Standard prescribes the use of common-script diacritics in Tifinagh. It gives some examples but does not explicitly mention U+0308.
I can confirm this is one of the many ways in which people write vowels in dialects different than standard Moroccan Tifinagh. Another way is superscripting Arabic vowel characters.

Diacritical Marks. Modern Tifinagh variants tend to use combining diacritical marks to complement the Tifinagh block. The Hawad notation, for example, uses diacritical marks from the Combining Diacritical Marks block (U+0300–U+036F).
Now that we have full builds with Noto Sans Latin core subsets, this glyph will be added.
