Upgrade dependencies #368

As part of ClearTK 2.0, we should upgrade all our dependencies, e.g. OpenNLP 
Maxent is now 1.5.3, args4j is now 2.0.23, etc.

Fixed in revision dc9a593e559e9067de9061ce31f5ec1780039cca. (Except for 
ClearNLP, but that has a different issue, Issue 380.)
