implement snom vision binding #494

1. Feature Description
the snom vision can be used a nice launch pad despite being a extension for SIP 
phones. It offers a color touchscreen and 3 pages of 2x8 tricolor led buttons. 
it works on PoE and has an internal web server to configure and upload some 
pictures and text.
I have reverse-engineered the protocol and developed a java application to talk 
to the vision without requiring a Snom phone(!) and would be willing to share 
the code, however I don't have the time to port it to the binding api. It 
should be quite easy to do.

2. Example Use Case
a control planel at home to fire events and see the feedback status. Useful if 
there are many actors which states must be reflected on a single hardware.

This issue has been migrated to Github. If this issue id is greater than103 its 
id has been preserved on Github. You can open your issue by calling the URL 
https://github.com/openhab/openhab/issues/<issueid>. Issues with ids less or 
equal 103 new ids were created.

Set status to "invalid" to show that these issues are not tracked here anymore
