Approve button does not available on operations page for some signatories types. #1537

Description

There is case when Approve button is not available for sign operation

Steps to Reproduce

  1. Be invited to multisig
  2. ...
  3. Create operation from polkadot.js app
  4. Go to operations page

Expected Behavior

Approve is shown for user who can sign the opoeration

Actual Behavior

Approve button may be unavailable
