Description

Layout for referenda details does not match with the mockups.

Steps to Reproduce

1. Go to Governance page
2. Open any referenda with off-chain data

Expected Behavior

• Description at the left sight
• Right sight contains
  • Voting status
  • Summary
  • Additional
  • Timeline
  • Advanced

Actual Behavior

• Right column is a top tile
• Description with off-chain data at the bottom

When open referenda details, detailed description goes down, while it should hold at the left side on the top
