Description

When user delegate his votes - there is no information why tracks are blocked

Steps to Reproduce

  1. Vote for referenda in Root track
  2. Try to delegate in Root track

Expected Behavior

Shows info why user can't delegate in the track

Actual Behavior

Simply unavailable track

That reproduced on dev 0acaa33a55061266702fac03d93177b4dd01fd17

Tested on account which has votes in completed and ongoing referenda.
