Governance. Retract votes. Unavailable for multishard wallet #2381

Description

When user try to retract votes with multishard wallet it opens empty window:

Test accounts: accounts.json wallets.json

Steps to Reproduce

  1. Open Governance
  2. Go to Add delegations as a multishard wallet
  3. Try to remove vote via message about unavailable tracks

Expected Behavior

Success remove with multishard wallet

Actual Behavior

Empty window
