Show recent balances #208

As a user I want to see most recent balances on app startup (latest cached values) instead of shimmering. Shimmering is valid only for new assets (chains) that didn't yet receive balance.

To do:

[ ] Save latest balances in storage (localStorage?)
[ ] Apply shimmering only if balance is absent
