Move Vulkan to SDK/Vendored Loader #467

This PR does the following:

For all OSes:

Bumps the Vulkan SDK requirement to 1.3.216
As of 1.3.216, opts in to non-conformant driver usage (to allow MoltenVK to continue functioning and to not break non-conformant drivers within Windows / Linux)
Allows for usage of an installed Vulkan SDK via the SDK found on the PATH or provided in NOVELRT_VULKAN_SDK_PATH (primarily for macOS but can be used on Linux/Windows)
Vendors the required headers and loader if an SDK is not found

For macOS specifically:

Builds MoltenVK if the SDK is not found for macOS
Allows the samples to find MoltenVK_icd.json if MoltenVK is being vendored.

I believe VSCode was doing weird stuff, so if there's formatting issues (besides what clang-format identifies, I'm mainly mentioning CMakeLists here), I have no problem fixing that
