What is the new behavior (if this is a feature change)? Vulkan 1.3.231 will be included as version for Vulkan SDK

@RubyNova I would just be 100% and confirm this locally before approving - I tested on my laptop which worked, but there were shenanigans amok so I don't trust my Windows laptop atm
