Tactics dont work after use Nobles (2 action) + Militia + Tactics.
On next turn i no bring +5 card in hand

Tactician: Discard your hand. If you discarded any cards this way, then at the 
start of your next turn, +5 Cards, +1 Buy, and +1 Action.

If you start with only 3 cards (likly by playing with Militia) and play Nobles, 
Militia, Tactician you have no card left to discard. So next turn you don't get 
+5 cards.
