Hagler requires negative cost card selection to proceed. #675

What steps will reproduce the problem?
1.In "Wine Country", play a Hagler, and at least 3 Highways.
2.Purchase a card (like Familiar) that costs a modified 0p.

What is the expected output?
Hagler should see that there are no cards costing less than 0p, and not offer 
to have you gain a card, proceeding with the rest of the turn.

What do you see instead?
Hagler demands that you choose a card costing at most (-1p) to gain. No card 
can be selected, and you're only option is to cancel the game.

What version of the product are you using? On what operating system?
Androminion v4.1
Android v4.4.2
