I'm also not sure. I was thinking that if they don't have enough capital to have composter equipment etc then they may need to ask for a bank loan.. But that's maybe not so common.. Is it better to just remove this part?
Well.. Depending on how common it is you can include it as a chance_event or as a low probability if else statement

so farmers may not need to ask for a loan only to invest in compost. *cmiiw
There appears to be a sub-decision model in this about whether farmers should invest in compost for the rice field. Is this all necessary? It might distract from the whole model of the decision to shift to vegetable production...
