Add instructions and command to run novu in windows machine

Our current documentation is for Mac/Linux users. The user who is using a windows machine is getting issues. https://docs.novu.co/community/run-in-local-machine

A prerequisite to work on this issue is to have a window system and complete all steps to run Novu in that machine.

Windows users usually experience issues we are not familiar with while trying to run Novu in local machine.

So we need someone that uses Windows to run Novu locally, get all the gotchas, and ways to solve the issues, run Novu successfully and write all the commands/instructions and ways to run Novu successfully in this guide @dark-developer15

@unicodeveloper I use a Windows machine and have worked on a project during Novu Connect Hackathon. So, I am well aware of the steps to use Novu locally. As there's been no activity on this issue yet, kindly assign this to me. Thanks.

Yes @unicodeveloper, I have installed and run novu successfully on my machine, I am currently adding the procedure for setting up the machine and running it to the docs and will raise a PR soon.
