Add Svelte component #790

What?

Add a notification center componenet for Svelte.

Why?

To provide a more stable experience for Svelte users, than using iframe.

Thanks @raikasdev for opening this. Do you have some specific product you are working on with Svelte right now?

I am not myself creating a product with Svelte, but a user was using Svelte on the Discord channel + it is the most loved library, so I created a issue for it so if someone wants they can create a component.
