Thinking about development two possibilities might help:
implement actual authorization system (that an authorizer authorizes
edits and only then they become public, similar to travel requests in
SAP system of the university, for example)
implement a mechanism to propose a locality and upload a pdf. That
would be useful in general I think, I started collecting such localities
in a folder when I come across recent publications publishing species
lists for localities. I have very few, but I remember Christine said she
has been collecting such publications for NOW as well.
