For now:

[x] Routing to show the page, previous button
[x] Tab-system with two tabs, Age and Locality
[x] Make at least two tabs work fully with all the data: Edit & new does not have to work yet, but they should be possible e.g. state for both can be tracked even if you can't yet submit anything.
