Added Climate and Updates Tabs
The Climate tab needs some cleaning later (column headers, section positions), see locality/20020?tab=5
The Updates Tab needs Date formatting and the relation now_lau -> now_lr -> ref_ref requires attention as I was not able to add the Reference to the list, see locality/20020?tab=9
On the current production site you can see several references on one update (locality 20020). The list shows only once the Date, Editor and Coordinator but has several References listed.
