Reason for disagreement: There are multiple missing steps between 1 and 2; it is no way LOW: A flaw that is unlikely to affect normal operations of the product. Appears only in very rare situations and causes a minor inconvenience only.
It is in fact indeed HIGH: A flaw that affects most users and causes major problems for users. i.e., makes the product almost unusable for most readers.
Taking a quiz which is the main feature of the product is not only a common situation, but also following these steps will hinder taking any quiz. Missing critical steps makes this use case unusable (incomprehensible) to the reader seeking to know how to take a quiz given by reading this use case.
I believe there are missing steps between 1. and 2.
Entering the quiz mode (as in 1.), with command
quiz [t/TAG]...
does not start the quiz.
