Thanks to Solodric in the OpenNox Discord server for reporting this issue.

In OpenNox 1.9.0 Alpha13, Replenishment Staffs do not replenish as they should. However, they work as intended in 1.8.11. Recharge is not affected.

I've play-tested, and can confirm myself.
