Add GitHub Actions #135

I use CPAN Digger to monitor CPAN uploads and to see which one does not have a working CI setup. As I can see all of your modules used Travis, but AFAIK it stopped providing free service.

Would you be interested in pull-requests to add GitHub Actions to your projects?
