add GitHub workflow #158

This implements https://github.com/noxxi/p5-io-socket-ssl/issues/135

Currently results would look like this: https://github.com/eserte/p5-io-socket-ssl/actions/runs/9922325793 Two jobs are failing:

perl 5.8.9 because of https://github.com/noxxi/p5-io-socket-ssl/issues/157
windows-latest seems to hang after t/sni_verify.t; currently a low timeout of 3 minutes is configured here
