Add URI as TEST_REQUIRES #69

Noticed this missing dependency for testing while packaging the module as RPM.

I'm not sure which test you are referring to which should require URI. While there are tests which can make use of URI for IDNA support (and thus for additional subtests) none should really require it.

Given that author of pull request did not provide the requested information for several month I'm closing this pull request without merging.
