This has been verified by manually installing the module with dmake. Installing via cpan/cpanm from command line also hangs indefinitely.

In case it matters, I realized this while trying to build Slic3r from source, using their pre-built bundle of Strawberry Perl. I tried to install IO::Socket::SSL separately from the Slic3r build and ran into the same issues. I let it run overnight for 8 hours and never got past the line mentioned previously.
