How did you recreate the authenticator when you re-installed WinAuth?
Did you have a back or a copy of the secret key?

I DOWNLOADED IT FROM THIS SITE AND UNRARED IT.
IS THE SECRET KEY THE CODE THAT IS GENERATED WHEN I GO TO AUTHORIZE IT FOR THE
FIRST TIME?
THATS ALL I GOT.

The secret key you need is the one you added when you created the authenticator
when you originally added it. When the WildStar website gave you the key, you
entered it into WinAuth. We generate the code from the key.
If that's the one you have, then that's what you need. If you are creating a
new one, it's not going to work, and you'll need to contact WildStar and tell
them you lost the authenticator so they can reset it.
Also check the time is in-sync, by right-clicking in WinAuth and choosing "Sync
Time". Wait ans try the next code.

Hopefully they won't take too long.
You'll just click the Add button in WinAuth, select "Authenticator", paste in
the new secret code and click OK. Write it down and put it somewhere safe too.

OK one last question. im using software based authentication, do i use google
authenticator or just authenticator? and what do i choose from wildstar?
I thought ghoogle authenticator was for my phone only. i want to use it from
windows, not a phone or android.

Doesn't actually matter, they will generate the same keys, so you can choose
either. Although it's called "Google authenticator" it really is just named
because it works like the Google Authenticator app from the Android/iPhone app
store.
So it was added just so people would recognize the name when adding one like
they do on the phone. You can use either. And the secret key you get can be
entered in WinAuth on the authenticator app on you phone.
